See the resolutions made in Bomas of Kenya by the Governors and MCAs on 7th March 2014


Resolutions: Governors and MCAs pour out their hearts on Devolution and all they want done now...Meeting took place at Bomas of Kenya.

Today, all the governors, their deputies elected in Kenya to head county governments are having a meeting with all the MCAs and speakers as one family. They have launched a devolution month based on their election to their offices. They are the result of devolution, and in the forefront in attaining highest deliverable standards at their levels.

The chairman of Governors Council Isaac Rutto, has again said he supports Machakos Govonor Mutua who said Devolution now or revolution. They want their titles to be the Excellencies, and honorable members. This has been reflected in their speeches.

Isaak Rutto noted that all MCAs must be given car grants and even mileage allowances just like the members of parliament. He said, "Some animals are more equal than other, ni kama shamba la wanyama, others must sleep on the bed while others on the floor."


In the charged meeting, resolutions were made to protect devolution as indicated in the constitution and that a referendum will be done to increase more funds to the counties.

Here are the resolutions they all unanimously agreed to undertake:

1. All leadership at the county level must in unity oversee the future and success of devolution.
2. Devolution does not belong to the Governors, Deputy Governors, MCAs and the Speakers. These are merely facilitators. Devolution belongs to the people of Kenya.
3. The MCAs must be facilitated by the national government for car grants and seed money for mortgages as Members of the National Assembly are being facilitated.
4. If the National Assembly will keep the CDF and other devolved funds, the County Governments must also initiate the Ward Development Funds.
5. All the funds coming to the county, CDF, Uwezo, Roads money, REA money, HIV Aids funds etc , must all be put into one pot.
6. We shall initiate open dialogue of leaders in the county for the sake of development of our counties.
7. Leaders at the county levels want to be held accountable as per the provisions of the Constitution.
8. Counties WILL undertake civic education to the village level on devolution and referendum.
9. There will be unity of the devolution family.
10. A committee will be formed to spearhead and protect devolution – made up of deputy governors, speakers, leaders of the County Assemblies.
11. To achieve the Kenyan dream, the county governments will intensify development projects.
12. Counties Governments will call for a referendum to increase county allocations from the current levels to 45% to take place within a year.
13. The true family of devolution which is the founding fathers and mothers of devolution represented here today will remain focused on devolution and remain united.
14. County Governments should get revenue from the audited accounts of the current financial year.
15. We shall participate fully in the coming annual devolution conference and the county build up meetings.
16. This County Governments Forum shall be held bi-annually.
